Permissions to View Email Log for Non-admins

We are looking for an SMTP plugin that will allow us to give select users the ability to view the email log without needing to give them the ability to also manage the options.

Why?
For our internal users who support customer workflows directly, it can be very helpful to see what emails have been sent out (and if they are correctly being sent). Our current SMTP plugin can't do this, so I'm looking around for one that has the ability or the willingness to add the feature.
